I think those plugs are for casting the block and don’t have anything to do with freezing.
I’ve seen a few cracked bocks with the “freeze plugs” in tact.
I could be wrong. Wouldn’t be the first time.

'77 CJ5's did not have a tailgate. I believe '76s and prior did. Then they came back but don't know exactly what year. I have an '81 Scrambler and it does have a tailgate.
