Well, when I do headlight restorations I use this German metal polish to buff the plastic before clearcoating the lens. It works, even without the clear it's good already.

The laws in America must be pretty weak. That sheet metal protrusion you put under the bumper is highly illegal on a road car in Australia, it's would take a pedestrian's legs clean off at the shin. Sorry love the car, but that looks crap too.
