Chris, the subaru power steering pumps are notorious for an o ring failure on one of the lines, the pump is probably fine just replace the o ring and air will stop getting into the system and the steering will feel better and it will wuiet back down. I hope you see this!

My power steering used to be the same the only thing that made it sound quieter was replacing it and constantly topping it up

You have to take the powersteering pump off and fill the pump with fluids. Plug the holes while you mount it. Bleed the lines and then plug them into the pump
